Navajo Business Opportunity Act, Title 5, Chapter 2:
The Navajo Nations sovereign status is directly related to its ability and authority to regulate all commercial activities within the Navajo Nation, including those of non-Native Americans and non-member Native Americans.
This law requires that all business entities within the Navajo Nation issuing Requests for Bids (RFP) are to provide certified Navajo-owned businesses first opportunity to bid on projects purchase of materials or service in procurement of contracts.
